In places where traffic is heavy and often badly congested, Frank Moretti of TRIP says it is all but inevitable that drivers will incur higher repair costs as a result.

The materials and technology needed to effectively maintain America's highways have continued to improve over the years, says Moretti, and some repairs now last longer than before. But they cannot be deferred indefinitely.
