A riverfront bar in downtown Napa that was once the scene of a brutal and still unsolved murder is now the subject of a 21st century dispute over exactly how historic a proposed remodeling needs to be.
Developer Steve Hasty, only the third owner of the Fagiani Building in it's 101 year history, proposed to update it and add a partial third story, as shown in the drawying below. He contends the city's Planning Commission is overstepping their authority by attempting to force him to remove the colored tiles on the ground floor in order to win approval for the third floor plan.
