No budgeting on the ballot

There is a plethora of candidates on Tuesday's primary election ballot, but only a couple of statewide initiatives. Unlike the several local ballot measures, most of which are efforts to raise revenues for local districts, neither of the California propositions has anything to do with the overriding issue facing the state today—the multi-billion dollar budget deficit.
